The Muskeg River Mine, operated by Shell Canada Energy, was increasing production and required additional tailings storage space in the External Tailings Facility (ETF). The ETF expansion doubled capacity by enlarging the perimeter and by raising the dykes. The design addressed weak foundation clays, loose tailings deposits and perimeter constraints, including pipe and power lines, roads, environmental limits and pit limits.
