St. Lawrence Seaway Weir Generation Project

Project Highlights: Engineering Services for the Completion of a Feasibility Study to Assess the Viability of the Development of Three new 2 MW GS on the Existing Waterway.

The St. Lawrence Seaway Management Corporation (SLSMC) retained Klohn Crippen Consultants Ltd. to assess the feasibility of constructing three (3) new generation facilities at three (3) existing weirs on the Welland Shipping Canal (WSC) in St. Catharines, Ontario.

The primary tasks within the project scope were:

  • To review the various possible project layout alternatives and select the preferred project layout.
  • Solicit vendor turbine-generator information and select a turbine-generator package.
  • Determine the project costs.
  • Assist SLSMC in the review of the Environmental Assessment scope.
  • Assist SLSMC in responding to the Ontario Ministry of Energy Renewables RFP.
Klohn Crippen completed two project layouts for each of the weir sites. The first layout requires a powerhouse to be constructed downstream of the control weir and discharge the flow back into the concrete lined waste channel. The second layout consists of a penstock of approximately 230 m that develops the combined heads of the control and waste weirs. In this case the powerhouse will be located downstream of the waste weirs. The gross head on the two layouts are approximately 11.5 m and 14.0 m respectively. Budget costs estimates for the two layouts were developed based on the preliminary engineering drawings completed during this feasibility study.

Present Value (PV) Analyses and Debt-Equity project models were used to assess and compare the two layouts and determine a preliminary Internal Rate of Return (IRR) for the Weir Generation Project. Further analyses were completed for Layout 1 to assess the impact that project cost and energy rates had on the project IRR.
