Brilliant Expansion Power Corporation, owned by Columbia Basin Trust and Columbia Power Corporation, developed a 120 MW expansion project at the Brilliant Dam on the Kootenay River near Castlegar, British Columbia, Canada. A 150 m-long power tunnel conveys flow around the existing dam to a new single unit powerhouse. Tailrace improvements consisting of widening and deepening a short portion of the river channel through rapids resulted in lowering the water level by about 1 m to yield a gross head of 32 m.
Kohn Crippen Berger (in joint venture) was the Owner’s Consultant responsible for (in conjunction with the Owner and Owner’s legal counsel): preparation of RFP, evaluation of proposals and preparation of contract documents; preparation of technical specifications; administration of the design-build contract and monitoring construction and off-site manufacturing; and design review. The design-build contract included all civil, mechanical and electrical work, including connection to a nearby 230 kV switchyard.
Additional tailrace work in 2008 achieved further hydraulic improvements, added a deflector wall to improve diver access for maintenance, and provided a permanent vehicle ramp for emergency or maintenance access to the river downstream of the power plants.
